Locate Racine Correctional Institution Inmates

Racine Correctional Institution is a Wisconsin state prison in Racine County, not a county jail. It holds adult men in DOC care after sentencing or transfer under state prison authority. To look up inmates at Racine Correctional Institution, use the Wisconsin Department of Corrections locator rather than the Racine County Jail roster. The county roster is for local jail custody before trial or for short county sentences. Prison visitation, mail, money, phones, movement, and classification follow DOC rules that differ from sheriff-operated jail procedures.

Racine Correctional Institution Overview

Racine Correctional Institution is a medium-security Wisconsin Department of Corrections adult male institution in Sturtevant. The DOC facility page lists the institution address, phone, fax, and current warden. DOC says RCI officially opened May 6, 1991. It includes part of the former St. Bonaventure Prep School campus, a local detail that separates it from the county jail in downtown Racine.

RCI holds people in Wisconsin DOC care. The DOC fact sheet notes that Wisconsin DOC care can include Wisconsin sentences, federal sentences, sentences from another state, and temporary confinement for community-supervision violations. That does not make the county jail roster the right search tool. A person at RCI should be searched through the statewide DOC locator, and court-case questions should be checked through WCCA or the clerk that created the case record.

Racine Correctional Institution Population

The RCI FY25 institutional fact sheet lists a PIOC population of 1,776 as of June 30, 2025. It also lists FY25 operating expenditures of $89,952,061, annual per capita cost of $46,487, and 466 staff. The research did not locate a current DOC page capacity number for RCI, so the capacity field should be treated as not stated rather than guessed.

The same fact sheet reports an average age of 41, with ages ranging from 18 to 87. Race and ethnicity data are also published: 43% White, 52% Black, 3% American Indian or Alaskan Native, 2% Asian or Pacific Islander, and 17% Hispanic origin. The fact sheet reports 44% with a mental-health diagnosis and 77% with a violent most serious offense.

Racine Correctional Institution Inmate Lookup

Use the Wisconsin DOC Offender Locator for Racine Correctional Institution. DOC states that the Inmate and Offender Search tool locates a person in DOC care housed within a DOC facility. The DOC system is separate from city and county jail custody. If the person does not appear in DOC but may have been recently arrested in Racine County, search the Racine County Jail roster or VINELink next.

  1. Open the Wisconsin DOC Offender Locator and complete the public search path.
  2. Search by name or DOC identifying information when available.
  3. Confirm the facility field before assuming the person is at Racine Correctional Institution.
  4. Use DOC profile details for custody status, facility, sentence, and release information where public.

The Wisconsin DOC locator source page is the proper statewide lookup tool for RCI inmates.

The locator image is useful because RCI is a DOC prison; county jail search fields do not cover sentenced state custody.

Racine Correctional Institution Contact

Call the institution for facility-level questions, but use DOC systems for locator, mail, phone, money, and visiting rules. Records created by courts or the county jail remain with the office that created them. RCI's DOC page lists the institution in Sturtevant and names Robert Miller as warden on the current page captured in the research.

Racine Correctional Institution Visits

RCI uses DOC prison visiting procedures, not Racine County Jail Sunday non-contact rules. The RCI visitation memo says the institution moved to ICSolutions for in-person and video visits effective February 12, 2024. Visits must be scheduled at least 48 hours in advance. Each video visit is 25 minutes, and in-person visits are 2.5 hours. The memo also says one 25-minute video visit per week is free, while additional video visits cost $2.50.

Racine Correctional Institution Mail Money Phone

DOC mail, money, and phone rules apply at RCI. The DOC general institution information page says mail must include the person's full name and DOC number. DOC phone calls are outgoing only, and ICSolutions is the contracted call provider. The research records DOC call pricing as $0.06 plus fees and taxes for in-state and out-of-state calls. Money and property follow statewide DOC rules, not Racine County Jail TouchPay or iCare procedures.

Racine Correctional Institution Intake

State prison intake is different from jail booking. Racine County Jail creates arrest and custody records after a local arrest. RCI receives people already in DOC care or under DOC authority. DOC classification reviews risk, program needs, sentence structure, bed space, and other factors after intake. PIOCs are reviewed at 12-month intervals or sooner when needed. A DOC transfer can change the facility shown on the locator, so families should confirm location before mailing property or traveling for a visit.

Racine Correctional Institution Programs

RCI's FY25 fact sheet lists a wide program mix: Anger Management, BIG STEP HSED, Domestic Violence, Windows to Work, Earned Release Program, DWD Job Lab, Pre-Release Services, Sex Offender Treatment, Culinary Arts, Custodial Services, Thinking for a Change, EPP college courses, and CNC. These programs should not be confused with Racine County Jail's in-house AODA, Huber, and Jail2Jobs references. The operators, eligibility rules, and records systems differ.

RCI's local history is also specific. The institution includes part of the former St. Bonaventure Prep School. The school began in Pulaski in 1901, moved to Sturtevant in 1921, closed in 1983, and the medium-security prison was dedicated on the site in April 1991.

That history also helps explain why Racine Correctional Institution has its own facility page and lookup path. A Racine County court case may start with a jail booking in downtown Racine, but a sentence to state prison moves the person into DOC records. Once that transfer occurs, mail, phone calls, money, classification, programs, and visitation are handled through DOC. The county jail may still have the older booking record, while RCI and the DOC locator show the current prison placement.

Note: Confirm DOC locator status and visit approval before traveling, because prison placement and visiting access can change.
